William Toms
Dr. William M. Toms, CFE, is an Associate Professor within the Silberman College of Business at Fairleigh Dickinson University (FDU), a former President of Brookdale Community College, and is the president of a professional services group that provides a suite of professional training, planning, and consultative services. Prior to these positions, Dr. Toms retired as a Major in the New Jersey State Police where he served as the Interim Deputy Superintendent of Investigations and the Commanding Officer of the Intelligence Section. During his 25-year career with the State Police, Dr. Toms served as an investigator in various assignments inclusive of investigating government corruption, as an internal auditor, as Commandant of the State Police Academy, and he supervised the organization’s Human Resources Section and the Office of Professional Standards.

Dr. Toms has 25 years of experience as a Certified Fraud Examiner.
Dr. Toms holds a Bachelor’s degree in criminal justice and public administration from the College of New Jersey, a Master’s degree in educational administration and supervision from Seton Hall University, and an earned Doctor of Education degree in leadership and human resource development from The George Washington University in Washington, D.C.
Dr. Toms has assisted in the implementation of various programs in numerous organizations and has authored articles in national and international publications on topics including leadership, ethics, learning, homeland security intelligence, and the dynamics of organizational change. Dr. Toms has accreditation experience with accrediting bodies such as the Commission on Accreditation for Law Enforcement Agencies (CALEA), the Joint Commission (formerly the Joint Commission on Accreditation of Healthcare Organizations), and the Middle States Commission on Higher Education (MSCHE). Dr. Toms is a federal and multi-state court recognized expert witness in police practice, procedure, internal affairs investigation, and training. Dr. Toms served several years as a court-appointed (10th U.S. Circuit) compliance monitor enforcing a Court-Approved Settlement Agreement (CASA).
At FDU, Dr. Toms teaches courses in FDU’s graduate programs for homeland security, public administration, higher education, and administrative science. These courses include ethics, organizational behavior, leadership of complex organizations, strategic planning, organizational change, organizational communications, and white-collar crime.
Dr. Toms has consulted with a myriad of clients inclusive of the U.S. Dept. of the Navy, Federal Reserve Bank of NY, Scotia Bank, Pennsylvania Office of State Inspector General, Public Management Resources, Inc., City of Baltimore, State of Delaware, U.S. Department of Justice, and numerous national law firms.
Frank Rodgers
Lt. Colonel Frank Rodgers retired as a Deputy Superintendent of the New Jersey State Police (NJSP) after twenty-five years of service. During his tenure with the NJSP, he served as a detective for many years and was assigned to a variety of different units including the Major Crime, Official Corruption and the Criminal Enterprise and Racketeering Bureau. He concluded his career as the Investigations Branch Commander where he led more than nine hundred detectives, analysts and scientists who were responsible for all the agency’s investigative efforts. During his tenure in that role, he also directed the development of the “Practical Guide to Intelligence Led Policing” which was published by the Center for Policing and Terrorism at the Manhattan Institute and later advanced by the U.S. Department of Justice as a national model for conducting law enforcement operations (ILP Manual).

Following his career with the State Police, Rodgers founded and led two successful nationally recognized businesses. His private sector experience with those companies included the acquisition of his first company by a larger competitor (Lexipol) and raising substantial private capital for his second company (Critical Response Group).
Rodgers was contracted by the Office of the Director of National Intelligence to conduct a baseline capabilities assessment of the national network intelligence fusion centers and has provided comprehensive consultative services to hundreds of organizations including the Federal Reserve Bank and the United States Department of Justice. He is also recognized by the United States Department of Justice and the United States District Court as an expert in law enforcement procedures, policy, training, and supervision.
Rodgers has served as an advisory board member for numerous corporations and nonprofit organizations. His responsibilities included vetting donors and investors along with fiduciary roles while acting as a steward of entrusted funds and reviewing and responding to audit reports, especially with a focus on internal controls.
Rodgers founded the Center for Public Safety & Security at Stockton University which he led for ten years. He holds a Master of Arts Degree in Education from Seton Hall University and is a graduate of the FBI National Academy. He is the co-author of a comprehensive published history of the New Jersey State Police and the Internal Affairs Investigations Manual for Investigators.
